According to the Secretary of State, approximately 25% of the eligible voting population of California is unregistered. Using the PDI database we come to roughly the same calculation with 18 million voters and a Census estimate of 23 million Citizens of Voting Age (CVAP).
Using this same data, but limiting to Latinos as identified in the voter file compared to Census estimates of Latino CVAP we find a much larger 37% of eligible voters that have not registered.
PDI has scored this information to the census block group level so it can be used to construct totals for cities, counties and larger districts. At the
very local level this data can be unusable because of the way the US Census does its estimates, but built to larger areas it has a very high confidence level.
