Ballot returns for the LA City Mayoral Runoff are up citywide by 16% comparing the city data 4-days out from each election.  The following shows how each zip code is performing above or below that 16% average.

So, for the horse people in the northeast corner you see a -7.6%.  That means that they are still increasing turnout, but 7.6 points lower than the average.  Similarly, in Wilmington you see a +9 which means their total turnout is 16+9 or 25% over what it was four days out from the election during the Primary.
